The family of a 32 year old labourer from Raub, Pahang now warded at he Kuala Lumpur General Hospital is perplexed as to how he came to be seriously injured while in police custody. Thiyaharajan Ratnam was believed to have been unconscious for about 20 days when he blinked his eyes.

27. ONE NIGHT IN DETENTION – TIAN CHUA SPEAK OUT
From the bridge, I saw many people being chased and beaten. I followed several journalists towards the direction of the FRU. Several meters from the bridge I saw a group of people being beaten by the FRU. I went closer to the side of the road so as to get a clearer view of the incident.
Suddenly, a Special Branch personnel with a leather jacket grabbed my hand and said, "Kau ikut saya', I tried to ask him name and the reason for arresting me, but he grabbed my hand even harder.
Immediately, I called the SUARAM office and informed my friend that I had been arrested. Several minutes later, a FRU personnel by the name of Kumar came up the truck and began to beat the person he had arrested.

Tokyo - Former deputy prime minister Datuk Seri Anwar Ibrahim is given special treatment while under remand pending his trial next month (November), Prime Minister, Datuk Seri Dr Mahathir Mohamad said. Anwar who was sacked on September 2 1998, and subsequently arrested under the Internal Security Act following street demonstrations by his supporters, has since been released from detention but is under remand in Sungai Buloh prison pending trail from November 2 1998 on four counts of corruption. Kuala Lumpur - AG Tan Sri Mohtar Abdullah holds the police fully responsible for injuries Datuk Seri Anwar Ibrahim sustained while he was in their custody but says investigations have yet to identify the person or persons involved. 45. FOUR DOCTORS DESCRIBE ANWAR'S INJURIES
Kuala Lumpur - The first doctor was Dr. Vasantha of the Kuala Lumpur Hospital outpatient Department, the visiting doctor of the Internal Security Act (ISA) detention centre. Vasantha said Anwar complained of pain overt the nape of the neck, radiating down to his left upper limb and of cough and coryza. Datuk Dr. Ahmad Shukri Mohamed, who examined Anwar at Bukit Aman at 4.30 am on September 29 1998, said Anwar was rational and able to give history of the alleged assault. Dr Abdul Halim Mansur who examine Anwar with Dr. Xahari Noor said Anwar complained that he was assaulted on the left side of his head, slapped and gripped tightly by the upper left arm. Abdul Halim also said that they believed from all the injuries as a whole, that the assault was lethal or dangerous.

46. RAHIM: I ACT ACCORDING TO THE CIRCUMSTANCES
Tan Sri Abdul Rahim Noor denied instructing for Anwar to be blindfolded and handcuffed so he could beat Anwar. He claimed that Anwar had said "Ni Bapa Anjing" to him, causing him to lose control and strike Anwar. Abdul Rahim also denied that he was either hot-tempered or cold saying: "I act according to the circumstances".

Kuala Lumpur - Another former Internal Security Act detainee has lodged a police report against a former Inspector-General of Police Tan Sri Rahim Noor for assaulting Datuk Seri Anwar Ibrahim. Dang Wangi Police Chief Assistant Commissioner Bakri Zinin said, a businessman from Sandakan, Hasnal Ibrahim lodged a report at the Dang Wangi Police Station in Jalan Stadium.

48. AZMIN: POLICE STRIPPED ME NAKED
Kuala Lumpur - Mohamad Azmin Ali told the court that after he was arrested last year (1998), the police had stripped him naked and forced to say that Datuk Seri Anwar Ibrahim had sodomised him. Azmin, who was Anwar's former private secretary said the six policemen who interrogated him also forced him to say that Anwar was corrupt and a womaniser. Azmin was detained for seven days from September 16 1998, two weeks after Anwar was sacked. Azmin said police wanted hold him longer but a magistrate refused to extend the remand order and released him.

49. POLICE: BEYOND PUBLIC RELATION
The Police Force has to categorically state its position regarding the beating up of victims held under remand or after they are arrested. In a civilised society there are acceptable norms on how authorities have to exercise power. Even after condemnation by the AG and the recent disclosures to the Royal Commission, the police force has yet to express regret and apologise even to the former Deputy Prime Minister.
50. CAUTIONED STATEMENT DEEMED INADMISSIBLE
Kuala Lumpur - A magistrate’s court ruled that a cautioned statement by an accused in an unlawful assembly case was inadmissible as evidence because the prosecution had failed to prove beyond reasonable doubt that it was made voluntarily. When asked about his physical condition at the time his statement was recorded he said: "My body felt weak and painful. I was also confused and afraid". He told the court that he had been beaten with cane on his right buttock and right palm when he was arrested about 8.30 p.m. on October 17 1998.

53. NEED FOR PERMANENT LAW REFORM COMMISSION
Judges has often emphasised that allegations of the police brutality must be made at the earliest possible opportunity to a Magistrate. Routine procedure in the magistrate’s court to ask accused persons if they have any complaints whilst in police custody and to order a medical examination of the accused person if the complains of having been assaulted by the police. The sad fact remains however, that so long as the police have the power to record cautioned statements, allegations of the police brutality will continue to be made.

On 29 September 1998, the day I first appeared in court, my lawyer Raja Aziz Addruse applied to the magistrate to register a report regarding the brutality inflicted on me Under ordinary circumstances this would have been considered normal procedure. But Gani Patail objected saying the injuries were "light". 55. COMMISSION RECOMMENDS ACTIONS AGAINST OFFICER FOR BEATING ANWAR
Kuala Lumpur - The Royal Commission of Inquiry has recommended that action be taken against a police officer for beating Datuk Seri Anwar Ibrahim after he was arrested. It’s happened on September 1998 while he was standing outside the lock-up at Bukit Aman after handling over Anwar to ASP Mohd Rodwan Mohd Yusof. After hearing the cry, Koh said he saw Rahim and Yaacob leaving the lock-up area and then was told by CID deputy director Datuk Ramli Yusof to go to Anwar’s cell and check on the situation.
